		<description>great article. it&#039;s amazing how people think the definition of welfare changes with the times. do we reallllly think the founders of the country knew what the definition was going to be 200 some years later? i think if they knew what people would have construed it to be, they would have used another term. (one less ambiguous and changing). thanks</description>
